Jakarta, hainews.id – Menteri Luar Negeri (Menlu) Retno LP Marsudi memberikan penghargaan Hassan Wirajuda Pelindungan Award (HWPA) kepada 22 pegiat pelindungan WNI sebagai wujud apresiasi Kementerian Luar Negeri bagi para pegiat pelindungan warga negara Indonesia di luar negeri.
Menlu memberikan penghargaan tersebut pada Malam Penganugerahan HWPA Tahun 2022 di Jakarta, Senin (9/1/2023). Penganugerahan HWPA 2022 merupakan penyelenggaraan acara yang sama ke-delapan sejak pertama kali diselenggarakan pada 2015.
Dalam sambutannya pada acara yang juga diikuti secara virtual oleh Ketua Bidang Luar Negeri Serikat Media Siber Indonesia (SMSI) Aat Surya Safaat, Menlu menyampaikan bahwa Pemerintah Indonesia memberikan apresiasi kepada para pelindung WNI di luar negeri yang telah bekerja keras beyond the call of duty (melampaui panggilan tugas).
Apresiasi tersebut diharapkan dapat menginspirasi penguatan pelindungan WNI dari hulu ke hilir, mengingat jumlah kasus yang terus bertambah setiap tahunnya dan tantangan pelindungan WNI yang semakin kompleks.
Dua hal yang digarisbawahi Menlu Retno adalah, pertama, pentingnya investasi lebih pada upaya pencegahan dengan memberikan pelindungan dalam setiap tahapan migrasi dan melibatkan semua pemangku kepentingan.
Kedua, penguatan infrastruktur pelayanan dan pelindungan WNI dengan mengembangkan transformasi digital, kolaborasi dengan Kementerian/Lembaga, serta peningkatan kapasitas sumber daya manusia (SDM) dalam pelayanan dan pelindungan WNI di luar negeri.
Pada HWPA 2022 tersebut Menlu memberikan penghargaan kepada 22 penerima dari tujuh kategori, baik individu dan institusi maupun dari kalangan pemerintah, mitra kerja pemerintah, masyarakat madani hingga jurnalis (media).
Proses penjurian HWPA 2022 yang berlangsung sejak Oktober 2022 dilakukan terhadap 75 kandidat yang dinominasikan secara terbuka oleh instansi dan masyarakat.
Penilaian kandidat dilakukan secara obyektif, terukur dan akuntabel oleh sembilan Dewan Juri yang terdiri atas aktivis HAM, akademisi, jurnalis dan pemerintah.
22 Penerima HWPA 2022 itu terpilih berdasarkan penilaian terbaik, antara lain dalam berkontribusi signifikan bagi upaya pelindungan terhadap WNI di luar negeri yang melampaui kewajiban profesionalnya.
Kemudian dalam penugasan khusus dalam rangka pelindungan WNI di luar negeri dengan penuh dedikasi, loyalitas, dan menempatkan pelindungan di atas kepentingan pribadi dan golongan; dan mencurahkan kemampuan, keahlian, akses dan jejaring kerja yang dimiliki untuk berperan aktif dalam upaya pelindungan WNI di luar negeri.
Lalu, berkontribusi secara aktif dalam meningkatkan pemahaman dan kesadaran publik terhadap isu pelindungan WNI secara berkesinambungan dan atau menciptakan sistem/kebijakan/program yang bersifat inovatif atau terobosan di bidang pelindungan WNI.
Kinerja pelindungan seluruh penerima HWPA sejak 2015 hingga tahun ini diharapkan dapat lebih menginspirasi seluruh kalangan pemerhati isu-isu pelindungan WNI, baik di dalam maupun luar negeri untuk terus mendorong terlaksananya pelayanan dan pelindungan WNI yang lebih prima.
Menurut Menlu, Kementerian Luar Negeri akan terus berkomitmen untuk memperkuat sinergi dan kolaborasi dengan seluruh pemangku kepentingan dalam penguatan diplomasi pelindungan dan kehadiran nyata negara bagi pelindungan seluruh WNI di luar negeri.
Adapun para pemenang penghargaan Hassan Wirajuda Pelindungan Award (HWPA) itu sendiri antara lain Drs. Andriana Supandy (Duta Besar Luar Biasa dan Berkuasa Penuh/LBBP RI di Port Moresby, Papua Nugini), Hermono (Duta Besar LBBP RI di Kuala Lumpur Malaysia), dan Alm. Ghafur Akbar Dharmaputra (mantan Dubes RI di Kyiv, Ukraina).
Penerima lainnya yaitu Cahya Pamengku Aji (Home Staff Pelaksana Fungsi Protokol dan Konsuler KBRI Yangon, Myanmar), Teguh Adhi Primasanto (Home Staff Pelaksana Fungsi Protokol dan Konsuler KBRI Phnom Penh, Kamboja), dan Nandang Herawan (Local Staff KBRI Windhoek, Namibia).
Kemudian, Hj. Mimin Mingtarsih (Pengelola Sanggar Belajar Anak PMI di Semenanjung Malaysia), Yayah Wasriyah Scaf (Tokoh Masyarakat di Perth, Australia), Hj. Fauziah (Kepala Dinas Tenaga Kerja dan Transmigrasi Kabupaten Tapin Kalimantan Selatan), dan Noor Hasanah Murjani (Local Staff KBRI Riyadh, Arab Saudi).
Lalu Sony Jaya Muslihat (Staf Fungsi Konsuler KJRI Kuching, Malaysia), Syafrizal Rawinda (WNI di Vanuatu), Ribut Giyono (Wakil Direktur Politeknik Batulicin Kalimantan Selatan), Irminus Deni (Koordinator Koalisi Insan Peduli Migran Provinsi Nusa Tenggara Timur).
Selanjutnya adalah Yohanes N Soge Makin (Guru/Pendiri Yayasan Muara Kasih Nunukan Kalimantan Utara), Kabo Lawyers (Firma Hukum di Melbourne, Australia), Serikat Buruh Migran Indonesia (SBMI) Pusat, Selvatoray Vinothaa (Jurnalis Malaysiakini.com), dan Desk Internasional Harian Kompas. (**)
