Jakarta, hainews.id – Anggota Komisi IX DPR RI, Saleh Partaonan Daulay, ikut menyoroti kenaikan biaya penyelenggaraan ibadah Haji (BPIH) tahun 2023. Menurut dia, usulan kenaikan biaya yang hampir mencapai Rp70 juta itu sangat memberatkan para jemaah.
“Jumlah tersebut terlalu tinggi untuk ditanggung para jemaah,” kata Saleh, Selasa (24/1/2023). Dia melanjutkan, semestinya BPIH di Indonesia tidak perlu naik.
Anggota Fraksi PAN tersebut meminta Kementerian Agama (Kemenag) menghitung kembali rincian struktur pembiayaan BPIH. Menurut dia, penghematan biaya bisa dilakukan di setiap poin dari struktur biaya tersebut.
Dengan kenaikan Rp30 juta seperti usulan Kemenag, maka dari 203.320 jemaah reguler akan terkumpul lebih dari Rp14,06 triliun. Ini ditambah manfaat dana haji yang dikelola Badan Pengelola Keuangan Haji (BPKH) sebesar Rp5,9 triliun.
Sehingga, total dana yang dipakai dari uang jemaah mencapai Rp20 triliun lebih per tahun. Sementara itu, ada lagi biaya penyelenggaraan haji dari APBN Kemenag sebesar Rp1,27 triliun dan Kemenkes sebesar Rp283 miliar.
“Berdasarkan pemetaan penggunaan anggaran ditambah situasi terkini masyarakat, kenaikan BPIH 2023 adalah tidak bijak,” kata Saleh. Politisi PAN itu meyakini bahwa Presiden Joko Widodo juga tidak ingin kalau masyarakat terbebani biaya BPIH yang tinggi.
Sebelumnya, Menag Yaqut Cholil Qoumas mengusulkan kenaikan BPIH tahun ini pada rapat kerja bersama Komisi VIII, Kamis (19/1). Dia mengusulkan biaya yang dibebankan kepada calon jamaah haji sebesar Rp69 juta per orang.
“Jadi dana manfaat atau bahasa awamnya itu subsidi dikurangi hingga tinggal 30 persen,” ujar Menag. Sedangkan 70 persen dari biaya haji, lanjut Yaqut, menjadi tanggung jawab jemaah.
