Jeddah, hainews.id – Indonesia dan Pemerintah Kerajaan Arab Saudi telah menandatangani kesepakatan penyelenggaraan ibadah haji 1444 H/2023 M. Kesepakatan tersebut ditandatangani hari ini oleh Menag Yaqut Cholil Qoumas bersama Menteri Haji dan Umrah Arab Saudi Tawfiq F Al Rabiah di Jeddah.
Ikut menyaksikan, Ketua Komisi VIII Ashabul Kahfi, Dirjen Penyenggaraan Haji dan Umrah Hilman Latief, serta Kepala Badan Pengelola Keuangan Haji (BPKH) Fadlul Imansyah. Hadir juga Sekretaris Jenderal Kemenag Nizar Ali, Dubes Indonesia untuk Arab Saudi Abdul Aziz Ahmad, Staf Khusus Menteri Agama Wibowo Prasetyo dan Ishfah Abidal Aziz, serta Konsul Haji KJRI Jeddah Nasrullah Jasam.
Dalam kesempatan itu, Menag juga menyampaikan salam dari Presiden Joko Widodo untuk Yang Mulia Raja Salman dan Pangeran Muhammad Bin Salman. Selama ini, Indonesia dan Arab Saudi menjalin hubungan yang sangat erat.
“Alhamdulillah misi haji 2023 dimulai. Saya hari ini menandatangani kesepakatan haji dengan Menteri Haji Saudi. Kuota haji Indonesia tahun ini sebesar 221.000 jemaah,” jelas Menag di Jeddah, Minggu (8/1/2023).
“Kuota itu terdiri atas 203.320 jemaah haji reguler, dan 17.680 jemaah haji khusus. Adapun untuk petugas, tahun ini kita mendapat 4.200 kuota,” sambungnya.
Selain tentang kuota, kesepakatan ini juga mengatur tentang pendaratan (landing) pesawat di Jeddah dan Madinah, serta beberapa kebijakan terbaru terkait pelayanan ibadah haji.
Menag mengatakan, dalam pembicaraan dengan Menteri Haji Saudi disepakati juga tidak adanya pembatasan usia. Sebagaimana diketahui, karena pandemi, pemerintah Arab Saudi membatasi usia jemaah haji. Saat itu, Saudi menerapkan syarat usia jemaah haji 2022 di bawah 65 tahun.
“Sesuai kesepakatan, tahun ini sudah tidak ada pembatasan usia jemaah haji,” tegas Menag. “Artinya, jemaah 65 tahun ke atas juga dapat berangkat haji tahun ini,” lanjutnya.
Tambahan Kuota
Pertemuan dengan Menteri Tawfiq juga dimanfaatkan Gus Men, panggilan akrab Menag Yaqut, untuk melobi tambahan kuota bagi Indonesia. Gus Men mengatakan bahwa antrean jemaah haji Indonesia sangat panjang. Gus Men berharap ada tambahan kuota bagi Indonesia sehingga bisa mengurangi jumlah antrean jemaah haji.
“Semua tentu bergantung pada kebaikan hati Yang Mulia Raja Salman, Pangeran Muhammad Bin Salman, dan Bapak Menteri Haji,” ujar Gus Men.
Menteri Tawfiq mengaku sangat senang untuk bisa memberikan tambahan kuota jemaah haji Indonesia. Apalagi, Indonesia adalah negara penting bagi Saudi. Namun, lanjut Tawfiq, saat ini negaranya tetap mengedepankan kenyamanan dan keselamatan jemaah haji.
“Kenyamanan dan keselamatan ini prioritas. Namun saya katakan, Indonesia akan selalu mendapatkan prioritas dalam memperoleh kuota tambahan,” tuturnya.
“(Mungkin) ada negara yang mengurangi jemaah hajinya sehingga kuota bisa diberikan ke Indonesia. Semua tentu sudah rindu berhaji (dalam kondisi normal),” sambungnya.
Tawfiq menambahkan tentang terus berjalannya transformasi pelayanan jemaah haji di Arab Saudi. Menurutnya, saat ini sudah tidak ada lagi muassasah, namun penyenggaraan haji dilakukan oleh syarikah atau perusahaan. Ada enam syarikah (perusahaan) yang ditunjuk dalam pelaksanaan layanan ibadah haji tahun ini. Setiap negara, termasuk Indonesia, dapat memilih syarikah dalam menyiapkan layanan.
“Sehingga akan ada kesempatan untuk mendapatkan harga terbaik. Saya juga meminta agar perjanjian dibuat dengan detail, agar dapat memberikan layanan terbaik juga,” jelas Tawfiq.
“Jika detail, ini akan menjadi pegangan ketika syarikah melanggar. Jika mereka melanggar, kami bisa memberikan sanksi,” katanya lagi.
Menurut Tawfiq, para syarikah akan dihadirkan dalam Muktamar Haji, 9 Januari 2023. Sehingga, setiap negara bisa menilai langsung kesiapan dan tawaran layanan yang mereka siapkan. Dalam muktamar tersebut juga akan digelar pameran beberapa produk layanan haji dan seminar perhajian.
Menag Yaqut menyampaikan terima kasih karena Indonesia diajak terlibat sejak awal dalam proses haji 2023, termasuk undangan menghadiri Muktamar Haji. Menag mengapresiasi langkah transformasi yang dilakukan Saudi dalam penyelenggaraan ibadah haji. Transformasi itu mengarah pada penyelenggaraan haji yang lebih profesional.
